Under the terms of the present Constitution only President Chandrika Bandaranaike Kumaratunga has the powers to prorogue and re-summon Parliament.

This has been stated by Attorney General K. C. Kamalasabeyson PC, in a communication forwarded to the Speaker in response to a request made for his view and interpretation of the President's return action in proroguing and the re-summoning of Parliament, informed sources told the Daily News yesterday.

The Attorney General had also said that the Speaker had no powers to re-summon Parliament once it is prorogued by the President. The Speaker has no power to summon Parliament according to the Constitution, the Attorney General has informed the Speaker.
