Business plan for Colombo South Port Development project

The initial draft of the Business Plan for the Colombo South Port Development project was due to be submitted by the Consultant yesterday for discussion by the authorities. The initial plan will be examined and discussed a media release from the Ministry of Port Development and Shipping said.

The consultant M/s Scott Wilson Kirkpatrick & Co. Ltd. of the United Kingdom was appointed through the Government tender procedure. This firm commenced work on August 4, 2003 and the service duration is 19 months.

Projections of growth in international trade in the region indicate that the Colombo Port has the potential for rapid growth. As advised by Minister of Port Development and Shipping Rauff Hakeem top priority has been given for the Port of Colombo; to further expand facilities.

The feasibility study for this new project was carried out by a consultant appointed by the Asian Development Bank (ADB) will grant of US $ 1.46 million. The consultant was M/s Maunsell Australia (Ptv) Ltd. and the study commenced in February 2000. The final report was submitted to the SLPA in February, 2002.

The new port as given in the Feasibility Study report will consist of 12 berths and the initial berths will have a minimum depth of 17 metres to service the ships in the category of super post panamax. The later berths can be deeper if the need arises to cater to bigger ships in the future.

The Business Plan of the Colombo South Port will include the analysis of market potential for container traffic and marketing strategy to achieve the target market share, preparation of development plans to expand capacity and financial analysis of different options for private sector participation and investment and to identify optimal solution for development.

Held investigation such as surveys and sea-bed drilling will be undertaken in the near future to refine the layout plans and to prepare detailed engineering designs and cost estimates. The Business Plan is expected to be finalised in March, 2004 and the funding arrangements will be examined and pursued thereafter.
