LTTE counter-proposals before September end

The LTTE constitutional affairs team which returned to the Wanni was expected to brief their chief Velupillai Prabhakaran yesterday afternoon on the outcome of the week-long discussions an Paris, a LTTE spokesman said.

The LTTE delegation led by Thamilselvam arrived in Colombo yesterday morning. They were flown to Kilinochchi by an Air Force Bell helicopter.

"Thamilselvam will brief Prabhakaran on the counter-proposals," LTTE spokesman Daya Master said. He said the proposals will be finalised in consultation with Prabhakaran and submitted to the Government before this month ends. The Tigers have not disclosed their amendments to the Government's proposals for a provisional administrative council for the North -East. Daya Master said he had no knowledge about the contents.

Earlier, the LTTE political chief said the Government's proposals had "some shortcomings" and that the Tigers would come out with their own counter-proposals. The Government's proposals sent to the LTTE in mid-July offers an interim administration in the North-East with a majority LTTE participation in the council.

Meanwhile, commenting on the Interim Administration, the LTTE's official monthly, Viduthalaippulikai (Liberation Tigers) warned the future of the Ceasefire agreement will depend on the Government's reply to the LTTE 's counter-proposals.

"It is hoped that the GOSL will accept these proposals," LTTE's official website (lttepeacesecretariat.com) quoted. Viduthalaippulikai's July/August issue as saying in its lead article.
