President Chandrika Bandaranaike Kumaratunga has given her approval to a framework of principles applicable to the procedure relating to the appointment of Ministry Secretaries with effect from January 01, 2004, states a Presidential Media Release issued yesterday.

The Prime Minister's suggestions have been taken in to consideration in the process of making the new framework.

The President has emphasised that the appointment of retired officers over 60 years of age should be considered only in respect of a limited number of Ministries and that too only when it is absolutely essential. Accordingly, the secretaries over 60 years of age who are now serving in a large number of ministries will be allowed to remain in service only till 31.12.2003.

The President also has pointed out that when the experienced retired officers are appointed to successfully implement the Government's development programmes, that should not hinder the promotional prospects of senior officers in the Administrative Service who are holding responsible posts.

Similarly when such officers are appointed to the posts of Secretaries, the future length of service till they reach the retirement age will be taken in to consideration because they should be given the opportunity to fully subscribe their leadership to the development activities in their respective Ministries. It has also been decided not to apply the 60 year retirement age limit in respect of Ministry Secretaries who have been recruited outside the Government Service.
