Rs. 154 m infrastructure maintenance project to alleviate poverty Kuliyapitiya group correspondent An infrastructure facilities maintenance project at a cost of Rs. 154 million for the alleviation of poverty is being implemented in Wayamba. Rs. 84 million of this is a donation of the Japanese Fund for Poverty Eradication. Rs. 53 million is the contribution of the Sri Lankan Government. Farmer organisations contributed Rs. 15 million. It is a pioneer project implemented as the first of its kind in the countries where ADB assisted projects are implemented. The responsibility of planning a policy for maintenance of infrastructural facilities is also directed to this project. The project is implemented by the Wayamba Provincial Ministry of Agriculture, Lands, Irrigations, Livestock Development and Agrarian Services under the patronage of Wayamba Development Ministry. The work is supervised by the ADB. The tanks and the agricultural roads rehabilitated under the Wayamba Water Resources Development Project of 1992-2000 will be maintained under three phases by the project. Under the first phase, 164 minor irrigation schemes in 11 Agrarian Services Divisions will be maintained. 523 minor irrigation schemes and 112 rural agricultural roads will be maintained under the second phase. Under the third phase, 6,310 hectares of major irrigation schemes and 453 kilometres of rural agricultural roads rehabilitated under the ADB Assisted Water Resources Development Project and 9,123 hectares of minor irrigation projects and 989 kms of agricultural roads rehabilitated by other agencies will be maintained. The project is implemented under four sub-heads namely, Establishing a Sustainable Maintenance Fund, Capacity Building of Caretaker Contractors and Stake-holders, Policy Development and the Project Management. The estimated cost of the each sub head is as follows: Establishment of a Sustainable Maintenance Fund - Rs. 199,223,313. Capacity Building of Caretaker Contractors and Stakeholders - Rs. 18,138,313. Policy Development - Rs. 7,854,000. Project Management - Rs. 4,322,588. The aim of the implementation of this project is the minimisation of the poverty among beneficiaries of the ADB assisted Water Resources Development Project of 1992-2000. It pays a special attention for the Dry Zone of Wayamba. |
