PS motion to ban obscene literature unanimously passed

Pannala Pradeshiya Sabha at its monthly meeting, presided over by the Chairman, J. A. Navaratna (UNP) passed a motion calling upon the Government to ban obscene literature that were being circulated among the school children since such publications would deteriorate and distort the mentality of the children and youth.

Ranjith Lansakara (PA) moving the motion said, "a father of an year 11 student of a leading school in the area handed over a magazine to me recently saying that it was among the books of his son. It was full of nude and semi-nude pictures with filthy stories. The stories are illustrated by the pictures. Even a bedroom picture of a honeymoon night was found in it. (The member sends the magazine to other members). This has been registered as a newspaper. These periodicals are sold secretly in the news stands.

The media freedom is not the freedom of publishing obscene and filthy literature. The responsibility of the media is to contribute to build a cultured and disciplined society but these periodicals distort the mentality of the school children and youth. In addition the discipline of the school children will be highly deteriorated by such publications. This is not a subject coming under the subject matter of the PS but is a matter of paramount importance as these would debase the moral qualities of our children. So I move the motion. "This Sabha calls upon the relevant authorities to ban such obscene and filthy publications to save the children from a future disaster."

The motion was passed without a division.

The Chairman informed the Sabha that the Ministry of Wayamba Development had allocated Rs. 2.5 million for the development of the PS area. Those allocations would be distributed among three Korales of the division. Thus Rs. 1 million for Katugampola Korale East, Rs. 8 lakhs for Katugampola Korale West and Rs. 7 lakhs for Pitigal Korale. The Sabha's Secretary, H. P. Karunasena tabled the estimates for the proposed projects to be implemented with those funds.

The Vice chairman, Thushara Indunil Amarasena (UNP) said the allocations were distributed among the three Korales reasonably but the estimates indicate that they are not reasonably distributed within the Korales.

The difficult areas have been neglected. a privileged few members appear to be pulling all the resources to the areas they represent. Ranjith Lansakara (PA) said at the last budget debate the Chairman called each member to submit proposals to the value of Rs. 1 lakh. We submitted the proposals but they have not been implemented so far.
