The second 'Ratna bhoomi' land title deeds presentation ceremony organised by the Government will be held at the Kalutara Town Hall on July 15 at 2 p.m. under the patronage of Lands Minister Dr. Rajitha Seneratne. A press release issued by the Ministry of Lands said 301 persons in several divisional secretariat divisions in the district who had either occupied land in an unauthorised manner or received plots of land in a non-formal manner during the previous regime will receive Ratnabhoomi deeds at this ceremony under the Land Reform Commission programme of regularising ownership. Among them are people from the divisional secretariat divisions of Agalawatta, Matugama, Bandaragama, Dodangoda, Madurawala, Beruwala, Ingiriya, Panadura, Bulathsinhala, Horana and Kalutara who are using land for housing and agricultural purposes. A title deed will also be offered to the Jayabodhi viharaya, of Athulathmudaligama, Matugama. A special feature of this programme is that the beneficiaries will receive deeds under the previous terms and conditions rather than the present governments terms and conditions. Under the Governments present land policy those who don't possess any land can purchase land subject to a maximum of 20 perches for the purpose of building a house or 2 acres for purposes of agriculture after paying its current waste land value to the Government. Outright Ratna bhoomi title deeds will be awarded in respect of such lands. These title deeds can be submitted to banks as collateral for obtaining loans or the land could be sold or transferred to other parties according to one's wish. Beneficiaries receiving Ratnabhoomi deeds at Kalutara too can transform them into outright deeds of ownership by paying the assessed waste land value to the Government.
