by Jayantha Sri Nissanka and Bharatha Malawaraachchi A seminar on the Budgetary Cycle, oversight and public accounts committees for the countries in the Asia region will be held at the Parliamentary Complex from July 14-17. The seminar will provide a better understanding of the budgetary cycle in the Parliaments of the region, Speaker Joseph Michael Perera told a media briefing yesterday. The seminar is organised by the Commonwealth Parliamentary Association (CPA) in association with the World Bank Institute and the Sri Lanka Branch of the CPA. Parliamentarians from the various countries of the CPA Asia Region, representatives from Indian State Legislative Assemblies and observers from Thailand and Pakistan are expected to participate at the seminar. The seminar will be ceremonially declares open by Speaker Joseph Michael Perera on July 14. "The seminar will discuss the presentation of the budget and its process through Parliament and also examine the role and the status of poverty reduction policies in each country and their impact on the budgetary process," the Speaker said. The agenda will cover discussions on the budgetary cycle, poverty reduction policies, oversight by the legislature, working practices in the region and the possibilities of future action including the potential for regional networking and cooperation. The seminar will examine the set up and operations of Public Accounts Committees and their working practices including those of other related committees which examine the work of public enterprises and public undertaking. "It will also gauge the potential for regional networking and cooperation in the further development of Public Accounts Committees," the Speaker said. |
