Transparency International Sri Lanka (TISL) has congratulated the Government on the steps taken in making a commitment towards responsible fiscal management, by enacting the Fiscal Management (Responsibility) Act No. 03 of 2003 and implementing some of its main provisions without delay. "TISL considers this statute as the key legislation in making the Government responsible to the public on its fiscal management policies. Among the main intentions of this legislation is to require the Finance Minister to disclose to the public the Fiscal Policy of the Government and its performance and to facilitate public scrutiny thereof." TISL states in a press release. TISL is confident that the GOSL is serious of its commitment to ensure fiscal management as stipulated in the Fiscal Management (Responsibility) Act and this commitment is reflected by the release of its Mid-Year Fiscal Position Report 2003 made under section 10 of the Act. However, the effect of this Act could only be ensured by vigilant public scrutiny of the reports made by the Minister of Finance. Thus, the public has a specific duty on the enforcement of responsible fiscal management and we call upon the public to examine and respond to the Mid-Year Fiscal Position Report the release signed by its Executive Director J. C. Weliamuna said. |
