On the directive of Prime Minister Ranil Wickremesinghe, a special procedure has been initiated for implementation of the 15 projects approved by the Sub Committee on Immediate Humanitarian Needs (SIHRN). These include construction of roads, ice plants, paddy storage facilities, emergency health care units in Kilinochchi, Mullaitivu and Pottuvil and irrigation projects in Batticaloa and Vavuniya districts. Following on the Prime Minister's directions, Secretary to the Prime Minister Bradman Weerakoon, Secretary to the Treasury Charitha Ratwatte and the Adviser, Ministry of Policy Development and Implementation, R. Paskaralingam convened a meeting of all concerned officials on April 30 and set in motion the accelerated programme of work. Tenders will be called immediately for all approved projects to accelerate construction work. In the case of the reconstruction of the road between Mullaitivu and Vellankulam via Mankulam at a total estimated cost of Rs. 578 million, the work will be performed on the basis of the Hire Schedule Rate plus. In order to expedite construction, contracts will be awarded in sections as in the case of the A9 highway. Funds for these projects will be advanced to SIHRN from the Consolidated Fund pending the finalisation of the World Bank arrangements through the North East Rehabilitation Fund (NERF). |
