Re-organisation draft scheme to be forwarded to Energy Supply Body

The Re-organisation draft scheme of the Ceylon Electricity Board (CEB) and Lanka Electricity Company (LECO) will be forwarded to the Energy Supply Committee early next week for their comment, Nihal Wickramasooriya, Power Sector Reform Office Manager told the Daily News yesterday.

The draft has outlined the agreements that will take place between the government owned companies to be set up to replace the CEB and LECO.

The allocation of the assets, liabilities and the employees of the present CEB and LECO are also addressed in the draft, Wickramasooriya added.

"We are hoping to present draft copies to LECO and CEB trade unionists and power sector officials", Wickramasooriya said. "The draft is printed in all three languages".

The final revised version of the draft is expected to be presented to Power and Energy Minister Karu Jayasuriya in March".

Jayasuriya has decided that a special gazette notification outlining the detailed state principles and stands on restructuring programme of the power sector will be issued in April, Wickramasooriya said.

The April Gazette notification will be based on the draft and comments made by the Energy Supply Committee, CEB and LECO employees and power sector officials, Wickramasooriya said.

The draft spells out the functions of the CEB and LECO and the task and the role of the future government owned power sector companies.

Under the power sector restructuring programme, CEB will divided into three companies each dedicated for generating, distributing and transmission.

"Tentatively we have decided to set up seven companies, two companies each dedicated for generation and transmission, four for distribution and another company to look into other technical aspects", he said.
