Amendments to WTO Valuation Agreement

The Import Section of the Ceylon Chamber of Commerce, in association with the Sri Lanka Customs held a seminar recently on the Amendments to the WTO Valuation Agreement at the Ceylon Chamber of Commerce Auditorium.

Senior officials of the Sri Lanka Customs were the presenters at this seminar. Dr. Neville Gunawardena, Director of Customs (ADP) and Chairman, Valuation Task Force, made a presentation introducing the WTO Valuation Agreement. He was followed by M. Ravindrakumar, Superintendent of Customs (ADP) and member of the Valuation Task Force who made a presentation on the Principles of WTO Valuation.

The final presentation on Amendments to the Customs Ordinance was made by M. R. Rajmohan, Superintendent of Customs (Bonds) and Member of the Valuation Task Force. S. A. C. S. W. Jayathilake, Director General of Customs joined the panel discussion which followed, together with Z. A. M. Jazzeel, Deputy Director of Customs, Legal Affairs Unit.

Suraj Fernando, Chairman of the Import Section of the Ceylon Chamber of Commerce said that the valuation of goods plays an important role in the imposition of customs duties.

He said that the new WTO Valuation Agreement looks at the rights and benefits together with the obligations arising out of it, as affecting the various stakeholders.

Fernando said that the vision of the Import Section is to be the most influential and effective voice of the importers in the business community whilst its mission statement incorporates among others, a mission to add value to their business by providing a forum for topical issues.
