Niyas Dr. Gerhard Huck, Project Manager, Teacher-in-Service Project (TIP) of the German Technical Co-operation (GTZ) addressing the directors of education and teachers at the inauguration of the in service primary project centre at the Hambantota zonal education office on December 11 observed that it was the devotion, the motivation and the skills of the primary teacher that would enable to assist impart a better primary education for the children of Sri Lanka. Dr. Huck said "I am told that in Germany you have more facilities, which is true, but that does not necessarily mean that the outcome of education is much better, specially in primary education, because it needs devotion, the motivation and skills of primary teachers". He said education sector program is a joint program between Sri Lanka and German governments, the German Government has mandated GTZ to assist the implementation of the basic education sector program. The basic sector program was started in the year 2000 and we have several components. One component is pre-service teacher education that is related to teacher training for would-be teachers; the second component of the basic education sector is called teacher-in-service project. The third component is related to children living in disadvantaged areas, such as in Vavuniya (North-East), who might have certain problems because of the conflict in Sri Lanka, Dr. Huck stated. He said, Hambantota primary education project is unique because it is the only centre situated outside the provincial capitals. This area needs special attention and assistance, therefore we have agreed to provide some special assistance to Hambantota zone in the field of in-service training for primary school teachers. Dr. Huck revealed that the two pilot projects started in Kandy and Trincomalee to develop training manuals had shown better results and since the pilot projects were successful, the Ministry of Education had requested them to introduce the training manuals all over the Island.
