I wish to convey to Your Majesties and their Imperial Highnesses the Crown Prince and Crown Princess, my warmest congratulations and sincere best wishes on this happy occasion. There has been a long tradition of close friendship and co-operation as well as historical and cultural ties between our two countries and peoples.
