Establish tough guidelines for national priority projects - NCCASL

The importance of establishing tough guidelines to ensure national priority projects be done on time by setting time limits from concept to implementation stage has been highlighted in proposals set out by the National Construction Contractors Association of Sri Lanka (NCCASL) for the consideration of the Ministry of Urban Development Authority's Major Policy issues. The NCCASL also advocates the setting up of an Apex Ministry titled "Ministry for Construction and Infrastructure Development" under a separate Minister.

In a memorandum, the NCCASL states that the Construction industry employs over one million people and contributes approximately 8% of GDP. Therefore, to ensure a vibrant industry creating jobs and wealth besides building a first class infrastructure to take our country into the modern era, the proposals highlight several major components which needs to be addressed by the Government.

The proposals include guaranteeing that all government procurement is done only by competitive bidding and to do away with parcelling out jobs to cronies on negotiated rates. They also urge for provision for participation of domestic contractors in major projects involving international contractors, whether funded by GOSL, foreign or under international competitive bids or BOO-BOT Agreements. That the international contractors should work in conjunction with or under joint venture or sub-contracting agreements with companies determined as domestic construction companies under ICTAD rules.

They also propose that our domestic industry be actively supported to undertake jobs abroad and new guidelines and regulations be formulated for same.

Last but not the least, is the necessity of setting up a construction bank to improve the liquidity in the industry.
