Renovation of Dutugemunu Pilgrims' Rest at Lumbini, Nepal
The proposal by Prime Minister and Buddha Sasana and Religious
Affairs Minister D.M. Jayaratne to provide an additional allocation of
Rs 25 million to complete the renovation work of the Dutugemunu
Pilgrims' Rest for the benefit of the pilgrims of Sri Lanka visiting
Nepal, was approved by the Cabinet.
Construction of building
Higher Education Minister S.B. Dissanayake' s proposal to construct
the final stage of the four storied building for the Faculty of
Livestock, Fisheries and Nutrition - Stage III (Final Stage) - Makandura
Premises - Wayamba University of Sri Lanka to commence the project in
2013 and complete within 18 months was approved by the Cabinet.
External Affairs Minister Prof G L Peiris' proposal to sign a
Memorandum of Understanding and ratify between the Lakshman Kadirgamar
Institute for International Relations and Strategic Studies (LKIIRSS),
Sri Lanka and Africa Institute of South Africa (AISA), South Africa to
improve the level of scientific and academic co-operation of the two
institutes and intensifying the friendship between the two countries and
to proceed to take steps for the effective implementation of same was
approved by the Cabinet.
Protocol on cooperation
The objective of a protocol on cooperation between the External
Affairs Ministry and the Foreign Affairs Ministry of Azerbaijan is to
further strengthen and consolidate the close and friendly relations
between Sri Lanka and Azerbaijan. The proposal by External Affairs
Minister Prof G L Peiris to sign the above protocol between the External
Affairs Ministry and the Foreign Affairs Ministry of Azerbaijan, was
approved by the Cabinet.
Primary Education Teachers for Lady Ridgeway Childrens' Hospital
Children between the age group five-12 from all parts of the country
visit the Lady Ridgeway Childrens' Hospital for medical treatment and
some are warded in the hospital for several months. Due to their long
stay in the hospital, they lose school days for a considerable period.
The proposal by Education Minister Bandula Gunawardena to attach five
Diploma holders of the National Colleges of Education (four Sinhala
medium and one Tamil medium) who join the Teachers' Service, to engage
such student patients in educational activities by visiting the
hospital, was approved by the Cabinet.
Obtaining membership of Africa-Asia Rural Development Organization (AARDO)
by Sri Lanka
Countries in the African region maintain friendly relations with Sri
Lanka and being a member of the above Organization would provide an
opportunity for Sri Lanka to further strengthen the cooperation among
countries in this region.
This organization consists of 29 member countries including 15 from
Africa and 13 from Asia. The proposal by Agriculture Minister Mahinda
Yapa Abeywardena to obtain membership of the above Organization, was
approved by the Cabinet.
Ratification of Agreement entered into by SAARC countries for
Establishment of Regional Seed Bank
The main objective of the establishment of this Seed Bank is to
address seed shortage at regional level through collective actions,
promote the use of quality seeds for crop production and act as a
Regional Seed Security Reserve for member countries. The proposal by
Agriculture Minister Mahinda Yapa Abeywardena for ratification of the
above agreement already entered into by SAARC countries, was approved by
Construction of Bridge No. 38/3 on Peliyagoda - Putalam Road (A3) at
Kochchikade over Mahaoya
The Peliyagoda - Putalam Road (A3) is one of the trunk roads which
links several districts and provincial centres. The proposal by the
President, in his capacity as the Ports and Highways Minister to award
the contract as recommended by the Standing Cabinet Appointed
Procurement Committee (SCAPC), was approved by the Cabinet.
Construction of proposed five storied building for Faculty of
Humanities, University of Kelaniya
The proposal by Higher Education Minister S.B. Dissanayake to revise
the total cost estimate of the above project from Rs.90 million to
Rs.120 million, was approved by the Cabinet.
Financial Assistance from Asian Development Bank for Implementation
of Education Sector Development Program
The National Education Section Strategic Plan for General Education
is to be implemented over a period of five years from 2013 to 2017 under
the Medium Term Expenditure Framework of the government.
The total estimated cost of the programme is about US$4800 million.
The Asian Development Bank (ADB) has agreed to contribute about four
percent of the total cost. The proposal by the President, in his
capacity as the Finance and Planning Minister to enter into loan
agreements with the ADB for US$200 million was approved by the Cabinet.
Agreement between External Affairs Ministry and Foreign Affairs
Ministry of Romania on Bilateral Consultations
A proposal was made by External Affairs Minister Prof G L Peiris to
sign the above Agreement between the Ministry of External Affairs of Sri
Lanka and the Ministry of Foreign Affairs of Romania. The objectives of
the proposed Agreement is to further develop and strengthen the close
and friendly relationship between the two countries.
Memorandum of Understanding on Cooperation between Lakshman
Kadirgamar Institute for International Relations and Strategic Studies
of Sri Lanka and Romanian Diplomatic Institute of the Ministry of
Foreign Affairs of Romania
The proposal by External Affairs Minister Prof G L Peiris to sign the
above Memorandum of Understanding (MoU), to establish and strengthen
cooperation in the areas of information, research activities and
training programmes for diplomats and students, was approved by the
Divi Neguma/Agrarian Development New Year Fair
Economic Development Minister Basil Rajapaksa informed the Cabinet of
Ministers through a Note submitted by him, that 364 Divi Neguma New Year
Fairs sponsored by the Economic Development Ministry in association with
several government institutions, were conducted throughout the country
during the festive season to provide essential consumer items to the
public at affordable prices.
Over 800,000 consumers have attended these fairs resulting in an
income of Rs. 131.0 million. Cabinet also observed that market prices of
vegetables and certain other items had gone down by about 30 percent
during this festive season when compared with the prices which prevailed
during normal times.
In addition, a relief pack containing essential food items was also
distributed by the Co-operatives and Internal Trade Ministry to
consumers at a reasonable price.
Memorandum of Understanding on Judicial corporation between the
Ministry of Justice of Sri Lanka and Ministry of Justice of Socialist
Republic of Vietnam
This Memorandum of Understanding provides inter alia for the two
nations to cooperate on the following areas: Exchange of experience on
implementation of the United Nations Convention on the Law of the Sea;
exchange of experience on Commercial Dispute Settlement by arbitration
and other mechanisms; developing and implementing laws on foreign
investment; exchange of experience on Legal and Judicial Reforms; and
other areas of mutual interest.
