Public participation
S R Balachandran
Public gather information from the press by way of news, cartoons and
editorials.
There is an important column called ‘letter to the editor’. In this
column the voice of the public (need not be correct always) is
published.
This results in corrective action and clarification and important
matters are settled.
In addition people are satisfied that their voice is properly
represented and expression of their interest is well recognized. In
foreign countries also the press recognizes this and allocates adequate
space with attractive headings. (example: Readers don’t digest, citizen
mail and readers illustrated). In addition in some cases editors refer
matters to the relevant authority and publish comments as a footnote.
Private enterprises respond to this column and take corrective action
including clarification as they are concerned about the marketability of
their product and goodwill. Regrettably Government departments,
corporations, statutory bodies, provincial councils, municipal and urban
councils do not respond to public opinions accordingly.
This is mainly due to:
a. Non availability of a suitable public relation officer
b. Fear of commitments
c. Disinterested – after all people should comply with rules
and regulations imposed on them.
This attitude is not correct. The public need clarification from
important departments like, the Inland Revenue Department, Customs,
Excise, Police and Statutory Boards. It should be noted that
clarification improves co-operation from the public.
