knowledge capital determines its capacity to empower and enable its
citizens by increasing human capabilities. It goes on to add that
India today needs a knowledge-oriented paradigm of development to
give the country a competitive advantage in all fields of knowledge.
The NKC also has a mandate to guide policy and direct reforms.
