Pramuka Chairman's application dismissed

COLOMBO: The Court of Appeal yesterday dismissed three revision
applications filed by former Pramuka Bank Chairman Rohan Perera seeking
to set aside three warrants issued on him by the Colombo High Court.
The Bench comprised Justices S.I. Imam and Sarath de Abrew.
The Court dismissing the application observed that there were not any
special circumstance to grant the relief.
Saliya Pieris, the Counsel for the petitioner Rohan Perera submitted
that the High Court ordering the warrant should have given the reasons
in writing. The Counsel submitted that the High Court Judge had failed
to do so. He submitted that on that basis the warrant should have set
aside.
The petitioner submitted that the warrants had been issued on him
when he was out of the country, this had been brought to the notice of
the High Court by his President's Counsel.
The petitioner stated that the High Court had issued warrant on him
through the Interpol to arrest and produce him before the High Court.
The High Court first issued warrant on the petitioner on November 30,
2004 and re-warranted him on March 31, 2005.
The Petitioner stated that he was indicted by the Attorney General in
connection with the smuggling of foreign exchange out of the country.

Deputy Solicitor General Jayantha Jayasuriya appeared for the
Attorney General.
