Education administration, teachers service woes to be addressed

The Education Ministry has drawn special attention to the problems in the Sri Lanka Education Administrative Service and the Principal, Teacher Educationist, Teacher Consultancy and the Sri Lanka Teacher Services during the last few months.

Interviews for promotions in Class One of the Sri Lanka Education Administrative Service are being held in several stages.

The first stage has already been completed and results forwarded to the PSC for its recommendations, the Ministry said in a communique yesterday.

The second stage was to be completed in June and the third stage completed in July to fill vacancies existing between June 1, 1999 and June 1, 2005 every six months.

Class two vacancies would also be filled on an accelerated basis. The communique said the results of the Class III competitive examination have been submitted to the PSC. Results of the merit examination would also be submitted to the PSC in July this year. The communique said recruitments to Class III of the Education Administrative Service would be close between August and September this year.

Accordingly, the entire amalgamation and promotion process would be implemented on an annual basis from this year.

The communique added that the entire cadre in the Principals Service Grades 1, 2-I, 2-II and 3 is 15,712. All deserving persons in these grades would be granted their due promotions before December 31 this year. Applications for recruitments to Grades 3 and 2-II would be called this month.

Recommendations concerning promotions in the Teacher Educationist Service have also been submitted to the PSC. Applications would also be called for filling vacancies in this service this month.

Allowances received in the Teacher Consultancy Service varied from district to district. Problems had cropped up regarding these allowances.

Discussions were now being held in this regard with provincial authorities to solve this issue before year end. It was also hoped to introduce a clear policy framework and a recruitment procedure regarding this service.

The Ministry has also issued Circular No. 2005/04 for resolving many problems in the teacher service. Steps have already been taken to offer redress to teachers within the next three months.

The Ministry is also taking urgent steps to resolve problems in the Piriven Teacher and Parivenadhipati Services.
