Promotions for languishing pedagogues

The Education Ministry has made arrangements to grant promotions in the teacher service in a systematic and urgent manner and provide job satisfaction to nearly 50 per cent of the total teacher population of nearly 185,000 who have been languishing without due promotions since the establishment of the new teachers minute in 1994.

The Education Ministry in a press release said under this program, graduate trainees would be absorbed into the permanent graduate teachers cadre giving due consideration for the training period in granting promotions.

Teachers appointed before December 31, 2004, Maulavi trainees and teachers in similar categories will be absorbed into the teacher service as untrained teachers according to the recruitment procedure, date of fulfilment of qualifications or date of assuming duties and that period considered as a non-trainee period in granting promotions.

Those who had received permanent teacher appointments before October 6, 1994 and obtained degrees prior to that would be admitted to the graduate teacher service with effect from the date of assuming duties and that period will be considered as a graduate teacher service period in granting promotions.

Graduate teachers without professional qualifications who were 45 years of age or more on 6-10-1994 would be admitted to the teacher service as professionally qualified teachers.

Those who received salaries as honours graduates according to circular number 37/92 on 6-10-1994 would be admitted to the teacher service as honours graduates.

Those who had obtained either a diploma in agriculture or home science from a government approved institute, two year Junior University diploma or the three year Aesthetic Studies Diploma or several such qualifications and received a teaching appointment in a government school before 6-10-1994 would be considered as a trained teacher from the date of appointment or the obtaining of the diploma for purposes of granting promotions.

The Ministry release said the cabinet has already approved this promotion scheme and it would be circularised as soon as it is sanctioned by the Public Service Commission.
