100% funding for higher education programmes

Sri Lankan higher education institutes based in all coastal districts except Mannar are now eligible to receive 100 per cent grant funding for higher education co-operation projects under the European Commission's Asia Link programme.

This decision was taken as part of the European Commission's package of actions in response to the tsunami disaster. The Asia Link programme which previously co-financed 75 per cent of eligible costs will now finance 100 per cent of project activities upto Euro 750,000, the EU said.

Proposals for the Asia Link programme should focus on three types of activities such as human resource development (activities to upgrade the skills of university teaching staff, in particular young faculty and future teachers i.e. postgraduate students and administrators); curriculum development (the development of new curricula and the production of new/improved courses, modules or teaching/training materials) and institutional and systems development (to enhance the overall management of higher education institutions through the sharing of know-how between Asian and European institutions).

The deadline for the submission of project proposals is May 19, 2005. As a minimum criterion proposals have to establish a partnership with at least two organisations from different Member States of the European Union and at least two organisations from one or more eligible Asian countries.

For this purpose a Partner Search facility is freely available on the Asia Link website which hosts details of over 900 higher education institutes in Europe and Asia.

Additional information regarding the Asia Link programme, application procedures and guidelines are available on its website http://europa.eu.int/comm/europeaid/projects/asia-link/index_en.htm or from the Economic & Trade Section of the Delegation of the European Commission to Sri Lanka.
