Single national multi-hazard warning system more effective by Ramani Kangaraarachchi The Executive Summary of the interim concept paper on "Specifications of National all-Hazards warning System for Sri Lanka "has stated that a single national multi-hazard warning system that incorporates all new and existing warning systems is likely to be more effective and sustainable because it would be central to daily life. The report pointed out that warning is a crucial component of the overall risk management system that failed in the recent tsunami which needs urgent strengthening for the country to benefit from the proposed improvements in the regional hazard detection systems. As the government cannot provide infrastructure needed to integrate and support multiple methods and channels to disseminate messages, public private partnerships are required to develop the policies and implementation of a national warning system that leverages and integrates the existing and emerging networking capabilities the report said. |
