CPP in focus again

The Calling Party Pays (CPP) System which has been in abeyance has come into focus again as the Telecommunication Regulatory Commission (TRC) of Sri Lanka is calling for written submissions from the public on its tariff structure. The Telecommunication Watchdog has set February 21 as the deadline and has set up a Committee of Inquiries to deal with public submissions.

Acting Deputy Director (Competition) and Assistant Director Sector Analysis of TRC, K. Indrajith told the Daily News that as the call termination costs and call termination charges on Cellular Mobile networks and other preliminary assessments have been calculated, we want to get the reaction of the public towards the CPP systems and rates stipulated.

"TRC has already obtained the consultancy services from Frontier Economics Ltd in London and the calculation of tariff has already been done for Cellular Mobile Network, Wireless Local Loop (WLL) and Sri Lanka Telecom Networks. Indrajith said.

Cellular Mobile telephone users at present pay for their incoming calls (mobile termination charge). This charging regime is called Mobile Party Pays (MPP) system. The Telecommunications Regulatory Commission of Sri Lanka (TRCSL) has decided to move to Calling Party Pays (CPP) charging system from MPP. Under the CPP, the person who originates a call pays for it, whether it is originated on a mobile or fixed line telephone. Accordingly a call originated has to bear the mobile termination charges which are at present paid by the mobile telephone users.

The TRCSL conducted a public consultation process (Public Hearing) on the introduction of CPP in Sri Lanka in early 2000, but it could not be implemented due to some operational and commercial issues such as disagreement on mobile termination charges and capability of providing itemised billing for Fixed Access customers.
