Tour de Lanka : 

Bonus time system in operation

The Tour de Lanka cycling classic 2004 will be conducted under the rules and regulations of the Union Cyclists International (UCI) based in Switzerland and the national cycling rules of the Cycling Federation of Sri Lanka.

The Interim Committee for Cycling in Sri Lanka have already appointed UCI International Commissaire N. Karunaratne as the chief commissaire and he will also function as the president of the panel of commissaire for this prestigious event.

He will be assisted by M. U. Dharmasena (continental commissaire) along with three other national commissaires - Wing Commander Suresh Fernando, Sumith Balasuriya and Sisila Kumara.

In addition a total of fifteen other experienced national commissaires will be involved and will be providing their support throughout the six stages of the tour.

The Tour de Lanka which has been revived after a lapse of eight years is organised by the Associated Newspapers of Ceylon Limited (ANCL) and conducted by the Interim Committee for Cycling in Sri Lanka in collaboration with the Sri Lanka Police. The Tour de Lanka is co-sponsored by the National Savings Bank, DSI Samson Group, Holcim and Sign Tech Advertising Limited with the Independent Television Network (ITN) and 'Lakhanda' Radio as the official electronic media.

In keeping with the international rules and regulations the distance to the finishing point will be marked by signs placed at 25 km, 10 km, 5 km and 1 km.

The final one kilo metre point will be marked by a banner with a red triangular flag. In addition the organisers will provide a number plate for each rider which should be affixed to their bicycles plus two body numbers which should be worn one on each hip.

Meanwhile all competitors should report to the signing on position at the start of the race at least 30 minutes before the start time to sign on for the day. The finish time limits (deadline) will be imposed on all stages at ten percent of the time of each stage winner. Food and drinks should be taken from helpers between 50 km from the start and 20 km before the finish at each stage.

The organisers will also implement the bonus time system for the first time and the winner of each stage will have a total of ten seconds deducted from their overall timing. The first runner-up each stage will have six seconds deducted and the second runner-up of each stage will have four seconds deducted at the end.

In addition the winner of the half stage on the opening day from Dambulla to Anuradhapura will have six seconds deducted from his overall timing. The first runner-up of this stage will have four seconds deducted and the second runner-up will have two seconds deducted from his timing.

The winner of the intermediate sprint events will have three seconds deducted, first runner-up two seconds and the second runner-up will have one second deducted from his overall timing.
