Budget highlights
- Public sector salary hike: 40% - minimum Rs.3,250 maximum Rs.9,000
per month
- Betting and Gaming Levy: Casino centres levy raised to Rs.50 million
- Rs.4 billion for youth employment
- Additional Rs.450 million for Samurdhi
- Host of incentives for apparel and textile industries
- 15 per cent increase in pensions - minimum Rs.750 and maximum

- VAT on dhal, sugar, potatoes, onions, dry fish, milk powder and
chilies reduced to 5 per cent
- VAT on liquor, cameras, jewellery, cars, TVs, refrigerators, A/Cs
raised to 18 per cent
- Withholding tax of Rs.5,000 on each imported/newly registered
vehicle (three wheelers, trucks, buses exempted)
- Housing loan scheme (up to Rs.250,000) for returning migrant workers
- Leasing of three wheelers exempted from VAT
- Bank for Small and Medium Enterprises with a capital base of
Rs.5,000 million
- Incentives for small hydropower and alternative energy plants
- Rs.100 million for free uniform materials for teachers of religious
schools
- Economic Service Charge reduced to 0.5 per cent for wholesale and
retail trade
- Gold Card with a host of benefits to reward honest tax payers
- Customs duties on basic raw materials reduced to 2.5 per cent
- Fines for a large number of offences increased
- Rs.50 m for rural dairy industry development
- A new university for Uva-Wellassa
