Priority for people's development, needs in 'Sanwardhana Sangramaya' - President

President Chandrika Bandaranaike Kumaratunga said yesterday that all District and Divisional Secretaries should make arrangements to implement Development projects by meeting the people and identifying their needs and requirements.

The President said this at a meeting held at President's House yesterday to brief Government officials on the Government's proposed development war, "Sanwardhana Sangrama".

The President said through the 'Sanwardhana Sangrama' it is hoped to complete all development projects held up short of targets done to elections or other reasons within the next three months utilising balance funds or steer those projects towards their planned targets.

Under this program a large number of new projects would also be launched simultaneously, the President said. Foremost among them would be the Hambantota Port and Digana national playgrounds, projects, Dharma Mandiraya at Lovamahapaya premises, Weheragala project, Deduru Oya Project, Noraichcholai Power Plant, Badulla - Kandy Raja Mawatha, Colombo National Cultural Centre and Muslim Cultural Centre, Bastian Bus Stand, Jaffna cultural centre and the Kaluganga projects. Line ministries and Local Government Institutions would implement these projects utilising foreign aid.

Foundation stones for these main projects as well as several other projects would be laid before the end of this year and the responsibility of carrying forward these projects in an efficient manner would be entrusted to Provincial Councils, District Secretary and Divisional Secretaries.

The President who emphasised the need for government officers from the highest grade to the lowest to acquire new knowledge pointed out that more and more training workshops should be arranged for this purpose. The President said the program initiated by her in this regard in the recent past would be further strengthened and carried forward. Government servants should be able to act in a straight forward and similar manner irrespective of whichever government was in power, the President said.

The President said a massive development program to create 30,000 self employment projects under the Samurdhi program would also be launched in the near future. Each such project would create employment for a minimum of three persons.

The President said a majority of countries in the world attained development through the implementation of well planned rural development projects. In order to create such development in our country it was essential to set up active committees headed by District Secretaries, the president said.

Samurdhi and Poverty Alleviation Minister Mrs. Pavithra Wanniarachchi and River Basin Development and Raja Rata Development Minister Maithripala Sirisena also spoke:

Karunaratne, Samurdhi and Poverty Alleviation Ministry Secretary Tilak Hapangama and several other Ministry Secretaries, District secretaries and Divisional secretaries participated.
