by Florence Wickramage The ban imposed on the mining and transportation of sand in the Wayamba Province has been extended by another one month on the instructions of Environment and Natural Resources Minister A. H. M. Fowzie. In the meantime, a committee headed by Environment Ministry Secretary D. Dissanayake to streamline procedures of proper mining of sand has made certain recommendations considering the urgency of sand for construction work undertaken by State institutions. The committee has recommended that sand mined in the Wayamba Province be set apart for construction purposes by State institutions and that permits for transportation of sand for these works be allowed on the recommendations of highways engineers. Private builders would be issued permits for sand transportation by the Pradeshiya Secretaries in accordance with the provisions of the Forests Ordinance. Identification of sand dunes along the Deduru Oya and Maha Oya where excessive sand mining takes place will be completed within one month. The compiling of relevant data will be effected by the Central Environment Authority, District Secretaries and Irrigation Engineers under the guidance of the Geologocal Survey and Mines Bureau. The information will be gazetted by the Environment Minister of the Province after which permits for sand mining and transportation will be issued on the recommendations of a special committee appointed for the purpose. The Special Committee in compiling its report has studied in detail issues such as sand mining, transportation, mapping of sand dunes, tender procedures, establishment of special committees etc. |
