by Rajmi Manatunga The program to issue National Identity Cards to three million Sri Lankans eligible to vote will commence from December 1. The project which will cost Rs. 400 million will be completed within one year. Law and Order and Public Security Ministry Secretary Tilak Ranaviraja said yesterday that the Government will use modern technology and an additional staff to expedite the program which is to be completed by December 2005. Ranaviraja said although it has been reported that 30 per cent of the voting population do not have NICs, the actual figure is only 15 per cent. "Most of the North-East inhabitants have NICs or other identity cards issued by security forces. The majority of the 15 per cent who are without NICs are upcountry Tamils who have never applied for a NIC. |
