October 22 launch for 'Sanwardhana Sangramaya'

The Sanwardhana Sangramaya (Development War), a drive to accelerate the neglected development needs in all parts of the country will be launched on October 22 with the participation of all Government, Provincial Council and Local Government bodies, President Chandrika Bandaranaike Kumaratunga said yesterday.

Addressing a gathering of politicians and Government officials both from the Central Government and the Provincial Councils after the opening of the new building for the Galle District Secretariat, the President said the Government aims to fulfil the development requirement of the country through this program.

President Kumaratunga on the invitation extended by Public Administration and Home Affairs Minister Amarasiri Dodangoda opened the seven storeyed building for the Galle District Secretariat and other Provincial Council Ministries yesterday in Galle.

President Kumaratunga said through this program the Government intends to spend all unutilised funds allocated for this year available with Government Ministries, Provincial Councils and Local Government bodies will be effectively used to fulfil development needs in all parts of the country.

"There are unutilised funds available in the Government institutions since two elections were held within this year alone. We can use those unused funds for specific development needs of the country", President Kumaratunga added.

The President said though the programme was scheduled to be launched in the last month it could not be implemented due to unavoidable circumstances. Under this programme the Government will embark on projects to develop roads, health facilities, electricity, drinking water projects and Samurdhi projects.

She said the programme will be implemented by laying the foundation for all development programmes at once on October 22 and specific deadlines will be given to complete the projects.

She appealed for the support of all Government officials for this program within the specific time frame under the guidance of the political leadership in the respective areas.

She said a meeting to finalise the programme will be held next Monday with the participation of all District Secretaries, Provincial Secretaries and all other relevant officials.

President Kumaratunga also stressed the necessity of making effective changes in the public service to provide an effective service to the people. She said the Government intends to accelerate the process of restructuring public administration by introducing new systems and procedures.
