'Rule of Law at risk' Secretary-General of the United Nations, Kofi Annan in his address to
the 59th session of the General Assembly on September 21, 2004, warned
humanity that the Rule of Law is at risk around the world. "Again and
again we see the most fundamental laws - those that enjoin respect for
innocent life, for the vulnerable, for children and for prisoners of war -
