Speech delivered by Chief Justice Sarath N. Silva at the ceremonial opening of the new courts complex in Trincomalee on September 12. In terms of Article 105 of our constitution the courts "protect,
vindicate and enforce the rights of the People". Our commitment to
the rule of law requires that the rights of the people should thus be
protected, vindicated and enforced according to the applicable law. If the
provisions of the constitution are to be meaningful to our people the
administration of justice should be efficient, effective and easily
