Promotions for 3000 Police personnel by Rohan Mathes President Chandrika Bandaranaike Kumaratunga asserts that all promotions in the police service would be based solely on seniority and service assessment. The President has said this at a function held at the Presidential Secretariat to grant promotions to 3000 police personnel yesterday. President Kumaratunga has pointed out that sans a honest and straight-forward Police force and a Cabinet of Ministers, 'taking the country forward', would be an arduous task. "The Police service is a dignified and noble profession. Police officers should get their due promotions systematically and also receive their increments in time. These are vital prerequisites to enable them to work with dignity and honour. It is proposed to implement a 'housing-scheme' for police personnel and also a scholarship scheme for higher-education of their children" she said. She further pointed out that there had been a severe deterioration of the police force and promotions and transfers were made at the discretion and whims and fancies of politicians in the eighties. Assessment of services rendered and making service reports had stalled. Steps would be taken to take service reports and make assessments once again. Accordingly, these assessment results and the seniority would be taken into account in an equitable manner, when granting promotions to the police officers. Promotions to approximately 3000 police personnel, from Police Constables to Assistant Superintendents of Police (ASP), had been granted for the first time in the 138 year history of the police force. It has been noted that promotions not been given at the correct time has been a major cause of inefficiency in the Police Department. |
