The Gemi Diriya Community Development Project introduced under the Samurdhi and Poverty Alleviation Ministry aimed to strengthen rural communities is scheduled to begin with World Bank Aid in July, the Government Information Department Media Unit said on Friday. Being satisfied with the performance of the three pioneer projects launched in the Badulla, Hambantota and Moneragala districts, the World Bank has released Rs. 5 billion to the Government to carry out community development work in the Uva, Sabaragamuwa and Southern Provinces, from 2004 to 2008. Depending on the projects' performances, the World Bank has agreed to continue financial assistance for a further 12 years beginning from 2008. The uplift of the rural population is the main objective of the 'Gemi Diriya' Community Development Program. The World Bank provides financial assistance to bring together residents of a cluster of villages in each area and help organise themselves as voluntary community development organisations aimed to improve their living standards by increasing their earnings. Community Development Organisations are expected to be their own planners, decision makers and implementers. The Government is expected to guide them and provide awareness and information to help them to improve their lot. Seventy per cent of the expenses involved are to be borne by the Government while the balance 30 per cent is to be earned by the rural organisations out of their own funds. |
