Chandra Embuldeniya Committee recommends:

 Swift action to cure J'pura University ills

The Committee to inquire into student violence at the University of Sri Jayawardhanapura (USJ) chaired by USJ Council member Chandra Embuldeniya has recommended a broad range of measures to ensure the smooth functioning of the University.

The committee was appointed last Thursday by the Ministry Secretary to recommend pragmatic proposals that can be implemented swiftly to combat violence in universities.

Academic activities at the Sri Jayawardhanapura University came to a standstill after the slaying of final year undergraduate Sampath Bandara by a rival group two weeks ago. He was the second student to have died as a result of violence at the university.

The committee has broadly agreed that a very elaborate security structure consisting of the proctor system, specific administrative arrangements and a long-term disciplinary council be established, the Education Ministry said yesterday. The committee has also called for the establishment of a mobile police post near the university until such time these systems go into operation.

After several days of interactive discussions, the Committee has broadly agreed on more than 70 issues that have been listed as the basis for student unrest and violence at the University.

These include lack of proper security, academic stress, inadequate recreational and other welfare facilities, lack of hostel accommodation and a permanent system to ensure discipline on campus. However, the final arrangements on this interim system involving the police have not been decided on because certain student groups had not agreed with all the proposals in this connection.

The Vice Chancellor will brief the members of the Senate on the most recent proceedings today and thereafter a decision will be taken by the Vice Chancellor on re-opening the campus.Yasintha Gamlath, one of the four suspects in the killing of Sri Jayawardhanapura University undergraduate Bandara, was identified by three prosecution witnesses at an identification parade held last week.

All four suspects including Chanaka Mahesh Kumara, Deva Lochana Ranasinghe and Ranil Lasantha Jayawardena, final year students at the Sri Jayawardhanapura university who were also alleged to have been involved in the slaying were remanded till June 29.
