SIDA produces newly drafted salary structure:

Govt to address grievances of non-academic staff

The UPFA government has pledged to discuss and a find a solution to a long term issue that was dragging for some time - the implementation of the salary structure including the Rs.1150 interim allowance for the non- academic staff of the universities.

The Inter University Trade Unions Federation (IUTUF) has been informed about the discussions which were scheduled between the Finance Minister Dr. Sarath Amunugama, the University Grants Commission (UGC) Chairman Prof. B.R.R.N. Mendis and the Secretary to the Finance Ministry Dr.P.B. Jayasundera last Thursday.

"SIDA has produced their newly drafted salary structure for the non-academics to the UGC authorities. The UGC Chairman assured to the IUTUF, that the SIDA report will be also considered," IUTUF President Lionel Malwattage told the Daily News.

" We have already written about our problems to the newly appointed Secretary to the Education Ministry Dr. Tara de Mel as well," he said. Malwattage said that according to the collective agreement, the UGC authorities have pledged to implement the new salary structure by January 1, 2004.

" But so far they have failed to do it. The authorities have also decided to withdraw the Rs. 1000 interim allowance from December 31 last year. But after the discussions we had with the UGC officials on December 31, they verbally agreed that it should be paid. But nothing happened so far," the IUTUF President said.

According to IUTUF sources the collective agreement between the university authorities and the inter-university trade unions approved a stipulated salary increase once in three years. However this increase had not been granted since 1995, they claimed.

Meanwhile, the sources stated that the President Chandrika Bandaranaike Kumaratunge will meet the UGC Chairman along with all the VCs in the universities on April 26 to discuss the funds that should be allocated for the universities.
