Unauthorised filling of wetlands continuing

by Florence Wickramage

The Central Environment Authority (CEA) has received information that unauthorised filling of wetlands is taking place despite the total prohibition imposed by Gazette No. 772/22 of June 24, 1993 in accordance with the National Environment Act 47 of 1980.

Any person engaged in unauthorised filling of wetlands if found guilty could face either a two year imprisonment or a fine of not less than Rs. 10,000 or both.

The Chairman, CEA requested the public to refrain from associating with such unauthorised filling, sale or purchase of such lands put up for sale. The public has also been requested to inform the CEA of instances where unauthorised filling of lands takes place or any information they could offer.

CEA officials said wetlands, specially in the Sri Jayawardhanapura area, are threatened with unauthorised filling and deposits of garbage which could result in mass scale environmental pollution causing health hazards or flooding during the monsoon rains.

Land filling has been totally banned in areas declared under the National Heritage, soil conservation areas, lands prone to floods, lands bordering waterways, reservoirs, lands of archaeological value, botanical garden areas and all wetlands.

The CEA will initiate legal action against those violating provisions of the National Environment Act with special emphasis on unlawful filling of wetlands, officials said.
