Gravely Concerned at the breakdown of Law and Order and the erosion of Moral Values in Sri Lankan Society, Severely Perturbed by the shameless hypocrisy practised by most Sri Lankan politicians following the global phenomenon.

Greatly Appalled by the palpable sliding of the Sri Lankan nation towards anarchy. We, a group of Sri Lankan Malays, come together at a Special General Meeting of the Conference of Sri Lankan Malays (COSLAM) held at Colombo on Sunday, 21st March, 2004, do hereby resolve as follows:-

1. To authorise the Executive Committee of the Conference of Sri Lankan Malays (COSLAM) to form a Political Party for the Malays as soon as possible.

2. To urge the Sri Lankan Voters exercising their franchise at the 13th Parliamentary General Elections to be held on 02nd April, 2004 to use their votes wisely and effectively, taking the following factors into consideration:-

a) Which Political Party or Alliance is capable of re-starting the stalled peace process with the least possible delay and taking it towards a just and final conclusion?

b) Which Political Party or Alliance is best equipped to meet the challenges of Global Capitalization which is now being touted as Globalisation?

c) Which Political Party or Alliance is capable of being consistent in its policies with the least contradiction?

d) Which Political Party or Alliance is capable of maintaining discipline within its elected representatives to work towards stamping out nepotism, corruption and abuse of power?

e) Which Political Party or Alliance has the political will and courage to deal even-handedly and justly with the problems of the majority community and the minority communities without caving into the demands of extremists?

3. To urge the Sri Lankan Muslim Voters to give special consideration to the following matters (in addition to the factors mentioned in paragraph 1. above) when exercising their votes:-

a) Which Political Party or Alliance can guarantee to give the foremost position to Buddhism while assuring the adherents of the other recognised religions, the right to study, practise and propagate their respective religions?

b) Which Political Party or Alliance can safeguard the rights of all the Muslims in a negotiated settlement to the ethnic problem of Sri Lanka?

c) Which Political Party or Alliance can assure the security of the Muslims in their life limb and property in the interim period leading up to the final solution of the ethnic problem?

4. To persuade the Malay Voters to give up their blind allegiance to Political Parties and Alliances and instead exercise their vote after getting firm assurances on the following among the many issues confronting the Malay Community in addition to the matters mentioned in paragraphs 1. and 2. above:-

a) The preservation of the Malay ethnic identity by the recognition, preservation and development of the Malay Language, Customs and Culture.

b) The restoration of adequate political representation and political power to the Malays at National, Provincial and Local levels.

c) The elimination of all forms of discrimination of the Malays in all areas of human endeavour, especially in education, employment and economic empowerment.
