Child-friendly laws in the offing

The Law Sub Committee of the National Child Protection Authority (NCPA) has formulated a bill of child-friendly laws. The draft bill was presented to a group of officials recently, a NCPA spokesman said.

He said that the draft bill was subjected to a discussion held at the NCPA recently. Several judges, commissioners of probation and child care services, police officers attached to women's and children's desks, representatives of the Department of Attorney General, legal draftsman, law experts and representatives from Non- Governmental Organisations (NGOs) engaged in child-related activities took part in the discussion.

The participants discussed the existing loopholes of the court procedure in Sri Lanka which cause problems for children, the problems faced by the parents and family members of the children subjected to court procedures and several other related topics.

The programme was funded by the Child Protection Organisation. An 'Adversarial System' is in operation now in Sri Lanka, according to which abused children are being humiliated during court procedures in addition to the harassment caused during questioning.

The 'video evidence system' helps to protect abused children from unnecessary humiliation. It is believed that a new court procedure based on a mixture of both Adversarial System and an Inquisitorial system will solve the problem.
