GMOA alleges Health Ministry trying to cripple health services

The Government Medical Officers' Association (GMOA) has accused the Ministry of Health of deliberately attempting to cripple the health services of the country through the latest ministry circular rectifying the salary anomaly for Health Ministry employees.

The GMOA claims that the General Circular No. 01.02.2004 dated 02.02.2004 issued by the Ministry of Health has made a salary increase to AMPs and RMPs creating another anomaly for doctors in the Ministry of Health.

Issuing a press release the GMOA states it accepts that there was a salary anomaly for the paramedical staff, nurses, midwives and the rest of the minor staff but not for the AMPs and RMPs.

It says: The salaries of the AMPs and RMPs have been increased in an ad-hoc manner during last 10 years by the ministry officials due to a reason best known to them creating salary anomalies for all the categories in the health sector, including the medical officers.

The salary anomaly for the medical officers were rectified by the recommendations made by the Cabinet subcommittee headed by Mr. Karu Jayasuriya in 2003.

The GMOA accept the fact that there was a salary anomaly for the paramedical staff, nurses, midwives and the rest of the minor staff but not for the AMPs and RMPs. Therefore there was no necessity to give a salary increment for them.

However the ministry has included the AMPs and RMPs in the above circular creating a huge salary anomaly for the medical officers. This is a violation of the salary recommendations of the ministry subcommittee.

Therefore we strongly protested for including AMPs and RMPs in the said circular. The GMOA had a discussion with the Secretary, Health and subsequently with Hon. Minister of Health, P. Dayaratna today to negotiate this issue.

They accepted that inclusion of AMPs and RMPs is a mistake which will lead to another salary anomaly in the health sector once again. Therefore the Minister directed the Secretary, Health to rectify the said anomaly by excluding AMPs and RMPs from the circular in order to overcome a salary anomaly in the health sector.

The GMOA totally blame some of the ministry higher officials for misleading the Secretary and the Hon. Minister as well.

However we thank Hon. Minister P. Dayaratna for his intervention which made us possible to solve the matter after a discussion without another trade union action.
