Interim allowance for non-academics

The University Grants Commission (UGC) has decided to pay the Rs.1,150 interim allowance with the January salary to non-academic staff of all Universities.

The authorities' failure to pay the allowance led to a strike by the non-academic staff.

"The authorities have realised that the allowance was a fair demand by the members.

That is why they had agreed to grant it," Inter-University Trade Unions Federation (IUTUF) President Lionel Malwattage told the " Daily News".

Meanwhile several complaints have been received by the IUTUF that the non-academic staff of the Jaffna University have not received with the allowance so far.

"There are about 500 non-academic staffers at the Jaffna university.

They have staged a token strike two days ago demanding this allowance and to settle down other internal problems they face," IUTUF sources said.

According to the collective agreement, the UGC has pledged to implement the new salary structure by January 1, 2004.

"But so far they have failed to do it," the IUTUF President said.

He also added that the UGC officials who failed to resolve the issue of salary anomalies in January have now postponed it to May. They have also decided not to pay the Rs.1250 salary increment proposed by the 2004 budget.

If this situation prevails, we will resort to a strike action till our demands are met," Malwattage warned.

According to IUTUF sources the collective agreement between the university authorities and the Inter-University trade unions approved a stipulated salary increase once in every three years.

However, this increase had not been granted since 1995, they claimed.

Academic activities in 11 universities were badly affected in August last year following a strike by the 9,000-strong non-academic staff which led to the closure of all universities.
