Non-payment of interim allowance may lead to university strike

by Anjana Gamage

The failure to pay the Rs. 1,150 interim allowance with the January salary to non-academic staff of all universities is likely to lead to a strike by end of January, sources told the Daily News yesterday.

The decision to go ahead for trade union action was followed up at a meeting on January 7 at the Kelaniya University of Inter-University Trade Union Federation (IUTUF) members, President Lionel Malwattage told the Daily News.

He said according to the collective agreement, the University Grants Commission (UGC) authorities pledged to implement the new salary structure by January 1, 2004.

"But so far they have failed to do it. The authorities have also decided to withdraw the Rs. 1000 interim allowance from December 31 last year. But after the discussions we had with the UGC officials on December 31, they verbally agreed that it should be paid. Now they have sent a letter to the Tertiary Education Ministry requesting to pay the interim allowance," the IUTUF President said.

He said UGC officials failed to resolve the salary anomalies issue in January and has now postponed it to May.

"We will resort to a strike action till our demands are met," Malwattage warned.

According to IUTUF sources the collective agreement between the university authorities and the inter-university trade unions approved a stipulated salary increase once in three years. However this increase had not been granted since 1995, they claimed.
