The Presidential Commission of Inquiry to inquire into the disclosure of the existence of and the raid on the safe house operated by the Sri Lanka Army at Aturugiriya has made a strong recommendation to depoliticalise the Army and the Police. It also recommends that no secrets regarding military strategies should be shared with the bureaucracy as most of them are political appointees. If not only does recommend that politicians should be prevented from giving 'orders' to police officers regarding investigations of crimes but also that "legal provisions should be made to make giving of such political cadres to police officers unlawful and punishable." "Politicians" function should be to made law and policy and to ensure that the mechanisms and resources are in place for the proper operation of such policies and to monitor and improve the system. The politicians should never try to operate it themselves," says the Commission. The Commission has also recommended several measures to ensure the safety of officers and informants of the intelligence services of the Army. |
