Lessons for Sri Lanka in framing a federal model

In most Commonwealth countries, there is a legal requirement to transform treaties into national legislation, as treaties do not constitute "law" in the internal legal order due to the adoption of the 'dualist' doctrine in regard to the application of treaty.
