Priyal de Silva was inducted as the President of the Institution of Engineers Sri Lanka (IESL) for 2003/2004 at the annual sessions of the Institution. His election as President is unique for two reasons, in that, it is the first time in the history of IESL, where a son of a former President was elected to this prestigious post. Priyal de Silva was also the second General Manager of Sri Lanka Railways to be elected to this position, the first being B. D. Rampala in 1958.

De Silva obtained his B. Sc (Eng) Sri Lanka in civil engineering in 1973 followed by a Masters in engineering in Highway and Traffic Engineering from University of Moratuwa in 1999. He is also a chartered engineer, Fellow of the Chartered Institute of Logistics and Transport London (FCILT), Fellow of the Permanent Way Institution England (FPWI), Fellow of the Institution of Engineers Sri Lanka (FIE-Sri Lanka) and a Fellow of the Institution of Engineers Australia (FIE-Aust.) He obtained his Corporate Membership of the IESL in 1976 and the Fellowship in 1988.

He had served the council of the IESL in 1982/83, 1985/87 as a representative of Members and has represented the Fellows during the period 1991/93, 1997/99.

He was the Vice president from 1999 - 2002 and the President-elect during the period 2002-2003. De Silva was the Chairman of the Chartered Institute of Logistics and Transport in the year 2000/2001, where his father L. S. De Silva was the founder Chairman in 1985/1986.

De Silva's services were sought by other institutions in addition to his work in the Railway. He was a Member of the Board of management of the Institute of Technology, University of Moratuwa, Member of the Board of Directors of the Energy Conservation Fund, Member of the Board of Directors of Ceylon German Technical Training Institute.
