"One stop shop" to resolve land alienation problems

At the Industrial Forum held at the Auditorium of the Ministry of Industries chaired by Minister Rohitha Bogollagama the whole gamut of land alienation and the difficulties encountered by the Industrialists were taken up and ways and means as to how these matters could be resolved were discussed at length to assist the Industrialists. Among those present were the Land Secretary, Land Commissioner and the Chairman LRC. Matters raised were put before the Land Authority Officials to obtain fast track solutions.

It was noted that as land is pivotal for any industrial venture it is necessary to cut short red tape and cumbersome procedure in the alienation of land. The Chairman LRC stated that there is Land available in 21 districts which could be allocated to industrialists at an upper limit of 20 acres per industry which was adopted as a policy guide line.

With a view to assist industrialists and to speed up Land alienation matters, the following arrangements were agreed upon:

* To appoint a Scope Committee headed by lands Secretary with relevant Government Agencies to resolve land matters that will be channelled through BOI to the Committee as a "One Stop Shop".

* A Provincial Scope Committee will be set up with BOI Representation with relevant Provincial Land Officers.

*In order to assist SMEs, 5 acres to be allocated from each and every electorate to set up Industries in order to generate employment.

* The 14 Industries set up in Moratuwa which do not possess titles for the lands, the Land Commissioner to intervene and obtain the necessary reports from the Provincial Authorities to resolve the problems. Other matters raised pertaining to titles is to be looked into with a view to offer relief.

* The issue of Ball Clay extracted from agricultural lands by those engaged in turning out Ceramic ware was taken up and the Hon. Minister wanted the papers to be forwarded to him to take it up with the relevant authorities.

At the next Forum, matters relating to TARIFF issues will be taken up for deliberation.
