World Bank funds English, IT development at universities

The University Grants Commission (UGC) under a Rs.4 billion World Bank funded project has proposed a unique scheme to give the option for the individual universities to determine own proposals for English and IT development of undergraduates.

Shifting from the earlier conventional procedure where the funding agency dictated executing methods to achieve targets, the Project officials will now permit individual universities or departments to decide their own proposals to suit their different needs.

"This is expected to be more effective than the old procedure," a senior official with the World Bank project at the UGC told the Daily News, adding that a single university could bag around Rs.5 to Rs.15 million under the Quality Enhancement Component of the fund which includes overall development of a university.

"However, we will be keeping a close tab on the progress of the project to ensure that the funds are spent properly," he said. The WB will carry out sample surveys to monitor whether their own set targets have been achieved by the universities and if not, one chance will be given to take corrective measures before terminating the whole project. According to the official the private institutions offering degree programs will also be entitled to apply for the grant and considering fierce competition they have designated a particular sum for state universities.

Rs. 200 million has been allocated from the full WB grant to develop English and IT skills of undergraduates and a considerable amount has been provided to improve student services such as canteens, water supply and sanitation facilities. The grant was received in August this year to prop up the reforms in the university sector.
