by Ranil Wijayapala An LTTE delegation led by its Political Wing leader S.P. Thamilselvan will leave for the Irish capital today on a seven- day visit to finalise the Interim Administration (IA) proposals. The LTTE delegation also expects to participate in a peace seminar organised by the Irish government from October 5 to 10 in Dublin. LTTE sources in Wanni told the Daily News yesterday that the LTTE delegation is due to leave Kilinochchi today at 10 am. They will leave for Dublin this evening from the Bandaranaike International Airport. The delegation will comprise LTTE peace secretariat Chief S. Puleetheevan, Batticaloa Special Commander 'Colonel' Karuna, and representatives from the Tamil Rehabilitation Organisation. The international constitutional and legal experts who participated in the Tamil diaspora meeting in Paris are expected to join the LTTE delegation in Dublin to give final touches to the IA proposals of the LTTE. The meeting is expected to take place within the first two days of their stay in Dublin. Asked whether Chief Negotiator Anton Balasingham will be participating in this meeting, an LTTE spokesman in Kilinochchi said that he will be away from negotiations due to his health condition. The IA proposals finalised at the Dublin meeting will be handed over to LTTE leader Velupillai Prabhakaran for his approval before being handed over to Norwegian facilitators who in turn will submit them to the government. "The final IA proposals will be handed over to the government in the middle of this month," an LTTE spokesman added. Norwegian Deputy Foreign Minister Vidar Helgesen following his discussion with LTTE leaders in Kilinochchi in mid-September said that they will start preparations for the next round of negotiations by the end of this month after LTTE IA proposals are handed over to the government. |
