E-Government to modernise State sector

Steps have been taken to modernise the activities of the State service according to the "E-Government " system. The Director General of the Public Services Management Reform Dickson Nilaweera said that accordingly functioning of all ministries and institutions that come under their purview will be restructured according to "E-Government".

The establishment of a focal point group for the e-government initiative incorporating all ministries and their affiliated institutions took place in Colombo last week. Around 200 officials representing the State sector participated.

The world is experimenting with E-Government for development which is a re-invention of good government. "This is a broader concept and requires adopting new practices part by part," Nilaweera said.

The information and Communication Technology Agency in Sri Lanka is playing a vital role on overall re-invention process of good government and prosperity. Core initiatives have been taken to implement some basic electronic services for the agency to visualise the part of a whole picture of E-Government. The vision of these activities for E-Government is focused on the key issues of Improved Economies of Scales, Process re-engineering, Strategic Connections and Knowledge Management.

The Chief Executive Officer of the Information and Communication Technology Agency (ICTA) Manju Haththotuwa said the "E-Government" Structure could be introduced as a mechanism for a more orderly and speedy State service. "It will provide an immense service to the State employees as well as to the public," he said.

'E-Government' is not web presence of all government entity. Eventually it is not limited to electronic form of government at all. We would like to adopt the concept of E-Government as 'Enhanced government' (e-Government) towards transparent, accountable and good governance. It is very vital for the developing countries considering the competitive world market, globalisation, and competition in Aid Dependence," he said.

The Director of E-Government Project at the ICTA Lalith Weerathunga said a State owned company in Singapore, which set up the "E" system in Singapore, is assisting Sri Lanka in this project.

"An inter coordination of all State institutions with their incorporation into a single network would minimise the government expenditure to a considerable extent," Weerathunga said.

" 'E-Government' is a current reality for developing countries where widespread poverty exists with system inefficiency, lack of transparency and accountability. Actual preparedness for people, process and information is still inadequate to provide a platform for implementation of e-government. As a result, example of e-government project failure is evident in a long list," the Project Director said.
