Aid management without transparency and accountability have made a great blow to our country since Independence. At the Foundation laying ceremony for a Vocational and Computer Training Centre in Ududumbara, Minister Attanayake said Sri Lanka was utilizing only around 17% of the funds received. Very often allocated funds go back without being used, resulting the country to be in the virtual state of poverty. In order to ensure full utility of the foreign funds and to accelerate growth the Prime Minister has divided the country into five economic zones. "Now the circulation of funds runs smoothly, with equal opportunities for all. The international community and other organisations have seen that the path of growth is well planned. They have also seen that the country is recovering from the dent left after 20 years of war with the ongoing peace process," Minister Attanayake said. The Plan Sri Lanka Institute has come into our aid because of our sound planning said the Minister. Both Plan Sri Lanka and the Central Region Development Ministry spend Rs. 70 lakhs for the establishment of the proposed training centre. Minister Attanayake said he has got the maximum out of the peace dividends. According to the record of the Commissioner of up country Peasantry H.M.P.G. Herath, development projects amounting to Rs. 411 million has been utilised in this area. In addition Japanese Government aid has been used for several development projects. People with a vision sans political animosity would appreciate all this but the virtual enemies of prosperity may find fault with us, he said. |
